Suroil functions in two environments which it classifies distinctly because of the somewhat differing sensitivities and motivating factors of those clients, the Public Sector and the Private Sector.
Suroil presents its sector-analysis activities within that same framework.
Given the sensitivity and confidentiality of petroleum industry projects, project descriptions in ‘Sample Projects’ have been generalized to protect the identity of Suroil’s clients.
Public Sector Analysis
Government and Quasi-Government Sector Analysis
- assessing strengths and weaknesses of different supply alternatives, particularly in difficult geographies
- evaluating monopolistic/oligopolistic conditions in the marketplace
- analyzing in-country trucking costs and allowances for trucking tariffs
- assessing in-country transport alternatives
- evaluating the position, size, and characteristics of petroleum terminal tankage, loading racks and berths to determine what, if any, bottlenecks or limits could be materially affecting the cost of petroleum products, safety or reliability
- evaluating the potential benefits of “Design, Build, Operate and Transfer” (DBOT) projects for power plants, oil terminals, pipelines and ports; providing solicitation and contracting packages for such projects and training client staff to prepare future packages
- assessing existing level of oil spill response management, equipment and insurance versus requirement for same, in order to recommend ideal suppliers
- recommending in-country statistical reporting structures and mechanisms
- providing methodology for determining existing in-country exposure to pollution
- providing procedures for quality and quantity control of product received, as well as standards for selection of inspection companies
- recommending strategies and preparations for oil-related legal actions that meet both national and international standards, and how to best define a step-by-step program to achieve sustainable long-term, least-cost supply
Private Sector Analysis
